Don't confuse it with
ヲ is ラ with a bar through its middle rather than a short stroke on top. Given how rare ヲ is, an unfamiliar shape in this family is almost certainly ラ.
Watch out
ヲ has all but vanished from modern writing. The object particle it once wrote is now always hiragana を, and katakana text simply does not need it. Learn to recognise it, but you will not have to write it.
